Bachelor's in Germany from India: APS, the New 70% Rule, TestAS and Studienkolleg

For years, the path from an Indian school certificate to a German Bachelor's degree came with a lot of conflicting advice. Since 2026 the rules are clearer, and stricter. From Winter Semester 2026/27, the evaluation criteria for Indian school certificates changed, and a minimum Class XII score now decides which routes are open to you.

This guide explains the current rules, how APS, TestAS and the Studienkolleg fit together, and what a realistic timeline looks like. It is based on the official announcements from APS India, the German Missions in India, g.a.s.t. and uni-assist.

What changed in 2026

On 23 February 2026, APS India announced updated admission criteria for Indian applicants to Bachelor's programmes. The evaluation of Indian qualifications in the anabin database was updated with effect from 15 March 2026, and the new rules apply to admissions from Winter Semester 2026/27.

The central change: you need an overall score of at least 70% of the maximum achievable marks in your Class XII certificate, no matter which board issued it (CBSE, ICSE or a state board).

The two admission pathways

PathwayRequirementsLeads to
StudienkollegClass XII with at least 70%, plus APS certificateA Studienkolleg course, then the Feststellungsprüfung, then a Bachelor's in the matching subject group
Direct subject-restricted admissionClass XII with at least 70%, plus APS certificate, plus one successfully completed year of a Bachelor's at a recognised institutionDirect admission to your previous field of study or closely related subjects

In plain words: with only Class XII, the route to a German Bachelor's degree goes through a Studienkolleg. If you have already completed a year of a Bachelor's in India, you may be able to apply directly, but only in the same or a closely related field.

Step 1: The APS certificate

The Akademische Prüfstelle (APS) at the German Embassy in New Delhi checks that your academic documents are genuine. According to the German Missions in India, you almost always need an APS certificate if your school certificate or previous studies are from India. Exemptions exist, for example for International Baccalaureate holders and certain scholarship holders.

Practical points from APS India:

That second point is the main reason to start early. Apply for APS as soon as you have your Class XII results.

Step 2: Where TestAS fits in

APS India states clearly that TestAS is currently not a mandatory part of the APS procedure in India. That is different from China and Vietnam, where g.a.s.t. describes TestAS as part of the APS procedure.

TestAS can still matter for you. According to g.a.s.t., TestAS can be relevant in the application process if German universities require it. Some universities use TestAS results in their admission decisions, and a strong result can support an application. So:

If you do take TestAS, the digital format is usually the better choice: registration closes about one week before the exam, results come in about three weeks, and all six subject modules are available. Our digital vs paper comparison explains the differences, and the TestAS dates page lists upcoming dates with registration deadlines and results dates. To find a test centre, use the test centre search on testas.de.

Step 3: The Studienkolleg route

If you are applying with Class XII, the Studienkolleg is the core of your plan.

Choose your course. The course depends on your intended degree: T-Kurs for engineering, science and computer science, M-Kurs for medicine and biology, W-Kurs for business and economics. Our guide to Studienkolleg courses explains all of them.

Prepare for the entrance exam. Teaching is in German, and every applicant takes a German test, typically at about B1+ to B2 level. T, M and W applicants usually also take a math test on school algebra and geometry. See Studienkolleg math for the topics and worked examples.

Start German early. For most Indian applicants, German is the real bottleneck, not math. Reaching a solid B1 and then B2 takes many months of steady study. Start as soon as you decide on Germany.

Apply early. uni-assist notes that Studienkolleg deadlines are often earlier than university deadlines, and not every university handles Studienkolleg applications through uni-assist.

Think about cost. According to the DAAD, public Studienkollegs are free apart from the semester fee. Private Studienkollegs frequently charge tuition.

A realistic timeline for Winter Semester entry

Every Kolleg has its own dates, so treat this as an outline and check your target Kolleg.

WhenWhat to do
Class XII yearStart German. Aim for B1 by your results.
Results outCheck you meet the 70% requirement. Apply for APS.
While APS runsContinue German towards B2. Shortlist Kollegs and courses. Collect sample entrance papers.
APS certificate receivedApply to Studienkollegs through the university or uni-assist, before the deadlines.
Invitation receivedSit the entrance exam (German, plus math for T, M and W).
Admission letterApply for your visa. The German Missions list a Studienkolleg admission letter as a form of proof of admission.

Many applicants need more than one year from Class XII to the first Studienkolleg semester, mainly because of German and APS processing time. Plan for that rather than being surprised by it.

A note on older advice

Many articles online still describe rules from before March 2026, for example links between JEE results and direct admission. Admission criteria change, and the anabin update of March 2026 is recent. Always confirm with the current information from APS India, uni-assist and your target university before making decisions.

Summary

From Winter Semester 2026/27, Indian applicants need at least 70% in Class XII. With Class XII alone, the route to a German Bachelor's leads through a Studienkolleg. With one completed year of a Bachelor's in India, direct subject-restricted admission becomes possible. APS is almost always required, TestAS only when your chosen universities ask for it, and German is the part that takes the longest. Start it first.

If one of your universities asks for TestAS, you can try real Core Module items for free to see what the test feels like.

Frequently asked questions

Do Indian students need TestAS for a Bachelor's in Germany?

Not as a general rule. APS India states that TestAS is currently not a mandatory part of its verification procedure. According to g.a.s.t., TestAS can still be relevant if a German university requires it, so check each programme's admission rules.

What is the 70% rule for Indian applicants?

From Winter Semester 2026/27, Indian applicants need an overall score of at least 70% of the maximum marks in their Class XII certificate, whatever the board. This applies to both the Studienkolleg pathway and direct subject-restricted admission.

Can I go directly to a Bachelor's programme after Class XII?

Usually not with Class XII alone. Under the updated criteria, direct subject-restricted admission requires at least 70% in Class XII plus one successfully completed year of a Bachelor's programme at a recognised institution. With Class XII alone, the route is a Studienkolleg.

Do I need an APS certificate?

Almost always, if your school certificate or previous studies are from India. The German Missions in India list exemptions, for example for certain scholarship holders and International Baccalaureate holders.

What about JEE Advanced?

You will find older advice online that links JEE results to direct admission. The admission criteria for Indian certificates were updated in March 2026, so rely on the current information from APS India, uni-assist and your target university rather than older articles.
